The EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) becomes fully enforceable on 12 August 2026. From that date, businesses placing packaged goods on an EU market must have a registered producer responsibility in place in every member state where they sell — and non-EU sellers must appoint an Authorised Representative to hold it.

The legal deadline is firm, but the operational deadline is earlier. National producer responsibility organisations — CONAI in Italy, LUCID/ZSVR in Germany, CITEO in France, Ecoembes in Spain — are reporting registration backlogs measured in weeks. A seller who starts the process in late July will not be registered in time.
